I recently took out my gas tank of my 87 yj to repair and found that the rear frame is rusted bad by the shackle mounts, more so on the right side.

I'm wondering if wraping the existing frame will just cause the replacement parts to rust being in contact with rust to begin with?
I'm also wondering about putting a shackle mount on the underside of the frame to give it a little lift. Since I'm new to this not sure what problems could arise by doing it.

Moving the shackle mount to the bottom of the frame is common.

I see you are from Merrill, I get up that way and shoot handgun silhouettes at the Medford Rifle Club. In winter I'm ne of there calling coyotes, even had one run into my back this year I have inlaws ne of Antigo and also hunt with a friend in the Nicolet.
